10 day Hokkaido trip

Given the following information:

1. Flying in to Hakodate airport

2. 10 day trip via Public transit

I have the following questions..

1. What pass should I get ? If I get the ordinary JR pass , would that cover the local trains and buses ? It says JR Hokkaido pass does not include local buses, so is there an unlimited pass I could  buy for those (and if so, where?)

2. How and where do I pick up the JR pass ? Online it says I can do so at Sopporo airport but not Hakodate .
