Can I travel between Tokyo and Tsuruga under the Hokuriku Arch Pass using the hokuriku shinkansen?

You may use the Hakutaka train from Tokyo to Tsuruga with the Arch Pass (3h 53m). Or take the Kagayaki train from Tokyo to Kanazawa and from there take the Tsurugi train to Tsuruga (4h 14m).
